Since 2.0, a lot has been changing in the ROM. To find out the Pokemon ID, i recommend accessing ER NextDex (https://forwardfeed.github.io/ER-nextdex/static/), which is the game’s official Dex, then just convert the Pokemon ID to Hex. Here on the site there is a hex converter at the top right or you can use Google itself to convert.

Hex is short for hexadecimal, we use numbers in dec which is short for decimal (0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11…), computers use hexadecimal (0, 1, 2, 3, 4, 5, 6, 7, 8, 9, A, B, C, D, E, F, 10, 11…). To convert you can use a programmer’s calculator or use the “CONVERT POKEMON ID” on the top right of the page, just put the number you want there and click “Convert” and the corresponding value in Hex will appear.

I did it this way because putting each stat separately would be too long. In this cheat, 03E7 (999) is the stat value, you can put whatever you want.
This cheat is outdated, in the last ROM update the addresses were indented by 4, so this cheat is not getting the HP and is changing 2 extra spaces which can cause bugs.

Light Ball only affects Pikachu, originally it affects the variations (cosplay, cap and gigantamax), but I don’t know if it affects Alola Pikachu, especially in rom hacks that don’t have it natively.

The site now has a Hex Converter, located at the top right (just scroll up a little). Elite Redux has NextDex(https://forwardfeed.github.io/ER-nextdex/static/) with the IDs of all Pokémon ready to use in the game.
In NextDex, next to the Pokémon’s name you will see the ID in decimal, copy this ID and enter it into the Hex Converter and you will have the Pokémon’s Hex ID.
Don’t forget to complete the Hex ID with zeros on the left until it has 4 digits (YYYY).
Example: Kingambit Redux ID: 2558 = Conversion: 9FE = Hex ID: 09FE

There is no way to do this with cheat, you have to modify the rom, there is a program called “HexManiacAdvance” that can be used to do this.

Ability? unfortunately no, the ram memory only reads the abilities already defined for the pokemon.
I’ve tried this, but each Pokemon has 3 abilities that are identified in ram as values 00, 01, and 02. So assuming that Flash Fire is value 2F in rom, trying to add this value to ram won’t work because ram only recognizes 00, 01, and 02.
With Action Replay, you can add a patch-type cheat that changes the rom while the cheat is active, but finding a value in rom is much more difficult because it is a static value that never changes.
